[JW Lua] Working with layers

Jari,

I want to be able to swap the contents of two layers.  I know there is
already a utility to do this, but this is an exercise to learn more about
using JWLua and your PDK.  Just so I am not spinning my wheels, are there
JWLua hooks implemented yet to be able to accomplish this?  It does not
appear so.
