Yes, you're correct. It's only in Scroll View where the FCMeasure.Width
(which is the width value in the Measure Attributes dialog box) would
actually be "absolute". Regardless if you lock 1 or 10 measures into one
staff system, the FCMeasure.Width will still remain the same.
