In the attached picture, you mix metrics values with document data 
values. They are using 2 different measuring systems. Document data 
(such as measure attributes settings and document settings) need to be 
remapped with the FCCellMetrics.HorizontalStretch to match the metrics.

Metrics values are calculated by Finale at runtime and represent the 
current printed layout.
