[JW Lua] Move measure to next staff system

Bart,

The class for freezing specific measures to a system is called 
FCFreezeSystem, but it isn't yet available in JW Lua. This class has to 
be used in combo with the FCStaffSystem objects, so the start measures 
matches the frozen system info.

I'll add it to the next beta.
