If you look at the "Edit Frame Dialog" in Speedy/Finale for a note 
entry, you'll see that the flip of ties are in the entry flags (not in 
the note flags).

I agree that Finale ideally should store this on note level, and I 
suppose this is for historical/legacy reasons. More detailed tie 
directions on note level are stored in the tie mods (which I still 
struggling with to properly implement in the framework and JW Lua).
