[JW Lua] "HP Off" is detected as PlaybackTempo() expression type, but "HP On" is not

FCTextExpressionDef:IsPlaybackTempo() also returns true if it is not a 
playback "Tempo"-type expression, but a "Human Playback Off"-type 
expression.
This may be ok as HP affects playback. But "Human Playback On" is not 
detected as a PlaybackTempo-expression. So it's probably a bug.
