[JW Lua] rests in empty measures

Is there a method / property to check / affect whether rests can show in
empty measures? I notice under the GUI's staff properties, many of those
items (namely under "display") are in FCStaff's method / properties but I
can't find the one rests in empty measures which is under "Behavior" in
Finale's UI.
