Darn typos.
To get a double-double whole rest (longa) try this:
Make a part with a single staff containing 11 measures. In the first 8
measures put a real whole rest. In the 9th put 2 half rests. In the 10th put
a whole note and in the 11th put 2 half notes. Select all 11 measures and
change the time signature to 22/2 and rebar. This will move all the notes
into the first measure and leave 10 empty measures. The first measure should
contain 4 double whole rests, one whole rest, one whole note and two half
notes. What you get is two dotted half notes instead of the four double
whole rests. The dotted half note is the Finale default character for a
longa rest. So the question is "How do I change the default character (or
the existing character) for a rest?"
