Jari,

the subject says it all. Rebar(finale.REBARSTOP_REGIONEND,...) always 
affects the full measure even if only a partial measure region was set. 
It's probably a Finale bug as Finale behaves the same way WITHOUT 
issueing its "Partial Measure Selection" warning message.
