[JW Lua] Tempo tool replacement

Jari,

In Finale 25 MM deprecated the Tempo Tool and claim that ALL features were
implemented in the MIDI Tool. However there was one feature that didn't make
it. That feature allowed you to alter a tempo by a percentage INDEPENDENTLY
of a set tempo. The MIDI tool lets you alter a tempo by percentage, but your
score must have a tempo already set. Setting a tempo overrides the tempo set
with the playback tool. The old Tempo Tool % setting wasn't dependent on an
existing set tempo and would alter the playback tempo relative to what was
set in the playback tool. Do you think it is possible to implement that
feature with JWLua?
