[JW Lua] Insert Staff Or Reorder Staves

Am I right that in JW Lua, there is no way to insert a staff at a certain
position in the score (for instance, a new staff above all of the existing
staves)? 

 

Also, no way to change the order of existing staves?

 

(You can use JW Lua to append staves to the bottom of the score, then
manually change their order using the Score Manager.)
