[JW Lua] Composite Time Signatures

I am beginning to try to hook up (more complete) support for composite time
signatures to RGP Lua. This turns out to be a complicated issues, which is
no doubt why Jari never did it.

My question for this group is, what kinds of use-cases are you considering
for it?
