[JW Lua] RGP Lua Version 0.61 Issues (Robert Patterson)

This is probably trivial, but in FCTimeSignature, SetCompositeTop() and SetCompositeBottom() aren’t implemented and seem unnecessary - a vestigial limb of the PDK. (They’re listed in JWLua but replaced with more powerful options in RGPLua).
