[JW Lua] Get/SetLuaString(), LuaString property are not in PDK

Unfortunately, such a frequently used function as Get/SetLuaString and the
corresponding property in the FCString class are not described in the
documentation. They are not in the PDK, which means they are not in the
jwluatagfile.xml file either. (This is not an RGP problem, this was
originally the case in JWLua)
