[JW Lua] RGP Lua 0.69 Released

This is a quick-turnaround release from 0.68 to implement some missing
features in the Console. The main reason for speed is that I had to
introduce a breaking change in the API for FCCtrlTextEditor. However, since
that API has only been publicly available for a week, I figure no one will
be bothered by it this early.

I also found and fixed some small bugs.
