[JW Lua] MinJWLuaVersion

Hi all,

How are we supposed to determine whether a script that we're submitting to
the repo requires a minimum JW/RGPLua version? Should we test locally with
multiple versions? Is there a release notes page that we can look through
to see if we're making use of recent additions? Or do we just assume that
everything is fine unless a user reports an error on an older version?
