Yes, you need to "fill" the collection, otherwise it will be an empty collection.

local artdefs=finale.FCArticulationDefs()
artdefs:LoadAll()
print(artdefs.Count)--number of articulations in selection dialog
for artdef in each(artdefs) do
     ... do something with the articulation definition artdef ...
end
