[JW Lua] A few FCMeasureNumberRegion functions missing in JW Lua, but available in your framework

Jari,

I noticed that a few FCMeasureNumberRegion  Get/Set-functions are not 
available in JW Lua, but in your framework.
That is GetBase(), GetStartChar(), GetCountFromOne(), GetNoZero(), 
GetDoubleUp().
It came up when I was writing an IsIdenticalTo-function for measure 
number regions.
Apart from that I have not used them yet.
