[JW Lua] FCString:SetUserOptionsPath doesn't work with umlauts (unicode?)

Jari,

I recently tested on a Windows PC/Finale 2014 where the Windows user 
name included umlauts ("Administratör").
While the other path functions in FCString worked fine, 
SetUserOptionsPath() didn't return the ö, but a differently encoded 
character.
