[JW Lua] Lua Source and C Library support

I have finally gotten around to splitting out the non-proprietary source
code for RGP Lua into its own Github repository. That can be found here:

I also created a very small sample C library that can be called from Lua
scripts running in RGP Lua on either Windows or macOS. Think of it as a
kind of "hello world" library for Lua. If you are interested, it's there to
be used as a template for more interesting functionality or even just for
building RGP Lua-compatible libraries from existing open source projects.
