[JW Lua] Lua 5.3 utf8 library will be added to RGP Lua 0.63

Here's a heads up of something coming in the next version of RGP Lua. I
have back-ported the utf8 library from Lua 5.3 into RGP Lua. RGP Lua will
still be Lua 5.2, but it will include a 5.2-compatible version of utf8 that
is fully source-code compatible with 5.3 and higher.

As FInale has moved further and further into Unicode support, and
especially with the advent of SMuFL fonts, being able to iterate by utf
characters has become increasingly important. FCString.LuaString is always
utf8, so perhaps we needed utf8 support a while ago.
