[JWplugins] Plug-in update: JW Measure Numbers v1.03

Hello!

"JW Measure Numbers" version 1.03 is now available for download from the 
tips site. This update adds a new task called "Offset Location", which 
moves the regions location relatively in the document by a measure 
offset. Regions that are fully covered by the selection are moved.

For example: set the offset to 1 to move all measure number regions 
within the selection one measure to the right without affecting the 
numbering.
