Is there a reason why you don't want to use a bug tracker which is no doubt the most efficient way of dealing with bugs?  If you don't want everything to be public, then only give the people who actually report bugs access.  People reporting the bugs would benefit as they can see whether a bug has already been reported and you won't have to read the same bug report multiple times.

Bitbucket offers free private bug trackers, but there's probably a limit of 5 users.  Github offers free public bugtracking with an unlimited number of users.  (In both cases, it's possible to use the bugtracker without actually hosting code there.)  Does anyone else know of any other good options?
